I printed out a copy of your request and gave it to a member of our group
who knows the Mayor of Chico personally and was going to ask him to write a
letter to your city council.  

I just want to add that in our experience, meeting with the neighbors and
just listening to and writing down their concerns was invaluable for
diffusing the animosity.
