The Department of Energy will be issuing an RFP (request for proposals) 
for photovoltaic projects on August 29 under a program called TEAM-UP.  
They are seeking proposals from "community development organizations" and 
"residential/commercial real estate developers," among others, for PV 
installations.  The grants will range in size from $100,000 to $1 million.
