Another laundry consideration is timing: 

If your houses/units are built *before* the CH with laundry facilities,
residents have to make alternate laundry arrangements until the CH is
finished. In our case, people will have lived here almost 2 years before
we take possession of a completed CH. Consequently, virtually every
house in the neighborhood bought W/Ds, and we ended up dropping the
laundry out of the CH plans (since it saved a bundle on special
plumbing, flooring and electric work to make it up to code.)
