Hi, I am From TAW in Sebastopol Ca.  We succeeded on this by a LOT of 
personal contact with neighbors and city personnel having some city counsel 
people
who knew of us and supported us. Going door to door to talk with people.
     Basically, it didn't just fall into our laps, we made many well thought 
out efforts
to build support.
