In the Netherlands planning decisions go through an aesthetics committee. I
think it's a fascinating topic that is too important to be brushed off as
being "policed" or too hard to achieve consensus on. Just because there is
no clear answer, that doesn't make it less important or worthy of side
stepping. I also don't believe it's necessarily correlated with money. I
know of designers who can make very elegant statements with simplicity and
patterns.
