Isn't it hard enough to find ways of doing all the
work which needs to be done without resorting to
extra coercive elements??

Perhaps instead of *forcing* people to learn new
jobs/skills, a community should focus on offering
*opportunities* to do so, which some of the members
might seize on.  (And if they don't - so be it...)

R. (Who believes that the motivation to learn needs
to come from within).
