Is consensus really consensus if only 50% plus 1 are involved. But in fact if an issue is important to them, people show up for the meeting or ask that it be delayed if they can't make it. AND consensus is such a long process of announcing and discussing and redrafting, that I can now imagine that who shows up will never be an issue. We usually know that we have consensus before it ever comes to a decision.
