I must apologize in advance for not really answering your question, but 
there's something I would like to suggest instead.

If mobility problems are keeping a member from buying a house, why are you
not building a unit that s/he *can* buy - one that's accessible? It's a good
investment for the future, even if that person leaves and someone else buys
it.
