Most people in most situations tend to think the other person is the one with the problem. Therefore, the people who don't have cats or who have cats and agree with the rule will think the one(s) who don't agree have the problem. However, the one(s) who don't agree will think the people who want the rule are the ones with the problem. One of the characteristics of growing consciousness is when people begin to look at themselves rather than at other people in dealing with problems. "What's my input into this?
