Judy, my sense is that when we do something that requires voluntary payment,
it works much better when the people involved have a clear sense that they
are doing something they really want to do, with no expectation of financial
or personal reward later.

As long as those who pay more are willing and not feeling that they are
being coerced by others' refusal to pay higher HOA dues, it should work. I
hope!
