This is an issue to be decided by each community rather than
one for a blanket policy that is supposed to cover all cases.
This is one example of why I think the community's values need
to be clear before it builds and people commit financially.
If one family is absolutely committed to no TV and another is
absolutely committed to having TV in the common house, then
they probably belong in different communities.

I don't know what's the latest in technology, but for those
willing to take a middle path, it seems possible for there to
be some kind of chip that allows parents to choose which
programs will be enabled and which will be disabled (and I
mean specific programs, not just categories of programs, which
I know is possible).  I also know there's some kind of lock
that keeps the TV turned off unless someone with a "key" turns
it on.
