Alchemy Farm By-Laws make the association fees the responsibility of the
homeowner.  If the member wants to pass on the fees to the tenant, that's
between them.

That's a tougher one.  We don't _require_ it of our members, so we don't
feel like we can require it of renters.  We do encourage it, and
specifically ask about it when we rent.  We have both a commonly owned
apartment and individuals who rent rooms or apartments in their homes.  It
is a major consideration when our household rents its apartment.

It hasn't come up, but would probably be allowed. Can you legally _not_
allow someone to do this with their home?  Why wouldn't you want to allow
it?

Our by-laws make tenants (and guests) the responsibility of the homeowner.
They must give newcomers and visitors the lay of the land.
