Perhaps there is a difference between guide dogs and working dogs. Working dogs are working and very well behaved at their master's command. Perhaps the guide dog should be required to have the harness on in the commonhouse? As I said before, we have a working dog in the commonhouse for meals and meetings and the dog allergic people have not complained. I complain about the dust when the filters aren't changed but the dog-allergic people seem to be fine.
