More 2 bedroom flats were desired than the original 2-storey two bedrooms. The change sold out the units. 10 large, expensive units seems like a lot. But you didn't say anything about the type of units (freestanding lot development?) or the size of the other units. In the discussion sometime ago, the number of units has little relation to the size of the community. A large number of units may have a smaller number of residents than a smaller number of units.
