Fair enough - my impression over here is that they want to be able to 
quatify the benefits or won't participate.

But shouldn't be necessary in co-housing I shouldn't have thought. 
Indeed one of the drivers behind my putative co-housing project is to 
provide a focus for a community Time Bank as well.
