In Solterra, a number of houses are partly heated in winter by passive solar. 
The part that stores the sun's heat during the day (the mass) serves to 
remove heat inside the house in the summer, reducing the load on the air 
conditioners The cost of the portion used for passive solar in North Carolina 
may be reduced to almost zero by State taxes are reduced over a five-year 
period to offset that cost. If you have sufficient sunlight in winter in your 
area, I think you should consider passive (or active) solar.
