The parents and bicycle riders here have decided that everyone, adults and teens and children, should wear helmets as an example to everyone else. It is one thing to not wear a helmet but another to take responsibility for influencing someone else not to wear one. In working with teens in other situations, I found that it helps to have strong rules because it helps them avoid peer pressure. They can blame their parents instead of feeling like a wimp.
