Perhaps to limit the resources any unit might need.  

If one had 3 to a bedroom, one 2-BR unit could have 6 adults with cars. 
Multiple that by the number of units that follow that example and if
parking spaces are limited, one could have conflicts if the number of
parking spaces needed exceeded what is available.

One may not discriminate on family status (and other factors) but
limiting the number of individuals per bedroom may be ok.  (Would the
lawyers familiar with the Fair Housing Act jump in on this item.)
