I would be willing to participate in, or lead, an effort to come up with
such a statement, yes.  But I also think everything would be made
immensely easier by adopting Sharon's suggestion of establishing
concentric lists.  Fred has also indicated an interest in this in
backchannel discussions he and I have had recently.

If there's some kind of reasonable statement of the standards, the
community can accomplish the enforcement by itself pretty easily.
Basically, somebody says, "That's off-topic; please re-post to
Cohousing-L2 (or whatever)." Those who agree with that assessment then
simply stop responding to posts on that topic on the first list.  And
the "offending" party isn't deprived of the opportunity to address the
community; they're just asked to do so in the appropriate forum, which
at that point has been provided.

I think it would be good to have standards that messages are measured by
but I am not willing to devote any time to their creation or
enforcement.  I think Fred does a good job and I appreciate not getting
a lot of off topic information on the list.  If anything I think he lets
some things through, I wouldn't consider on topic.
