Hi all-

I've worked for HUD in community development, affordable housing, and long-term 
disaster recovery for almost 16 years, both in headquarters and in the field. 
In my part of HUD, the office of community planning and development, most 
assistance is in the form of grants or loan guarantees to states, local 
governments and nonprofits. Some of the funded activities focus on benefit to 
people (that's where the income data come into play) and some focus on 
eliminating physical decay and blight or mitigating disaster.  Benefit is 
measured other ways for those activities.

Other (larger) parts of HUD include the office of public and indian housing, 
which makes grants to housing authorities and tribal governments; the office of 
housing, which provides public mortgage insurance that supports mortgage 
lenders and secondary markets; and the office of fair housing and equal 
opportunity, which works with just about everybody.
