Leaving aside the question of whether a person who is "difficult" is mentally ill -- Mental illnesses are a physical disability like any other, as witness the fact that CAT scans show differences in brain structure and activity, that various illnesses are treatable by drugs, that they are sometimes at least partially heritable, etc. Like other disabilities mental illnesses come in a wide range, from mild enough that the person compensates for it so well nobody even realizes they have a disability, to severe enough to require round-the-clock clinical care. People have argued "This [cohousing] isn't a therapy group" etc. If you accommodate other disabilities, sometimes at considerable inconvenience and expense, how do you justify singling out mental illness for non-accommodation?
