At Pathways the cooks decide what to make, with some guidelines. We don't have meat at every meal and nobody seems to mind. On the other hand, when meat is served we always have a vegetarian option, as several people don't eat meat or prefer not to eat meat on a regular basis. The bigger picture is making sure everyone at the meal has a full meal, including those with specific food allergies or other limitations (including one person with a vegan diet). We have a sheet of preferences and restrictions posted in the kitchen. When planning the meal the cook looks to see who signed up and adjusts the meal accordingly. It works very well and we haven't had any major complaints in years.
