Sliding Fees

One of my concerns about this is that the same people in our community who
think we should subsidize some people, do not want anything quantified or
recorded. I'm happy with a decision to subsidize but I want to know who is
being subsidized for what reason and to what extent. In other words, I want
it all above board and acknowledged. Transparency and accountability.

If Sally is out of work and cannot pay her condo fee for 6 months and needs
an interest free loan for that money, I'm happy to oblige but I want it
known that it is 6 months, that it is Sally, and that it is an interest free
loan, not a gift. Or if it is a gift, that it is a gift.

If this is a option in our community, I want that known also. Is Sally
getting this option because she is pushy or because she knows the person
keeping the books while Sarah may be just as strapped and out of work but
would move out before she would ask for help?

These are the issues that make sliding fees much more difficult to
accommodate than believing that the rich should pay more.
