The safety issues on both ponds and pools can be managed and insured. The
basic parameters tend to be around what is insurable. The development I
live in has a pool, which is not something to recommend. The operational
costs are around $70K per year. 

Ponds will be much less intensive and expensive. I would recommend check
with a two or three insurance companies to see what the coverage
parameters are.
