Yes, our community (and no doubt others) have different structures in place for different things along those lines. Specifically in our community, each member is supposed to work four hours a month for community service with the idea that we each use the common elements, and a family of four would impact the common elements more than a family of one. (Children are encouraged to work but not expected to do so until they turn 18.) Assessments and heat are levied based on the house size, not the number of people in the house, but water usage (which is not metered separately) is based on number of people in the house. People are encouraged to participate in committees, but we don't have requirements or delineated expectations about that sort of thing. The common costs you mentioned are part of our assessment structure, so are based on house size. Maintenance costs are mixed in with that too. For contributions to the cost of optional workshops, etc., it's either voluntary or built into the budget (so paid for based on house size).
