I tried to start one in Manhattan years ago but finally decided that to "work with" the NYC construction trade you really had to be a developer with a lot of inside information. I was looking at a 30 unit complex at the time.
Since then more developers have experience working with cohousing groups so you may be able to find help but basically NYC is unique in all its regulations, 1700-2004. A smaller apartment building might work very well -- 6-8 households -- if you are planning on working with a contractor. But the city is very expensive.
