An urban church community that I know of has a
ministry of groups who walk around the neighborhood
and reach out to prostitutes and drug dealers, and
helps them take the first steps to turning their lives
around.

What I'm getting at is, why not have groups of a few
adults walk around the grounds on Friday and Saturday
nights at different times and see what the kids are up
to, politely tell them they're not allowed to hang
around on the property, and invite them to the next
block party.   

It could be sort of a Jane Jacobsian "eyes on the
street" kind of thing.  or, eyes on the woods, anyway.

Heck you could even give them permission to hang out
there, as long as there's no drugs, alcohol,
littering, or sex.  Given that incentive, maybe you'll
get to know a few of them and they'll start to police
themselves.

On the other hand, things could turn into personal
confrontations, given the over-emotional and -hormonal
psychologies of teenagers.  But with regular attention
 the ones who want to avoid attention will probablly
just find someplace else.
