Here are the sorts of questions I would ask that could lead to some
inventive solutions:  

Are the noise issues related to specific times of the day?
Is the noise a "boredom from repetition" issue (i.e. someone playing the
same thing over and over" or is it a sharp loud infrequent sound thing?
Like hammering in a woodshop. 
Is it a machine sound?  
To what level do you need to eliminate the sound. For example are you
trying to build a studio which keeps sound out or are you trying to keep
sound in?
Is there a chance of incorporating some basic sound stuff into your
design before building (i.e. can you do a floating floor, which means
that you try and minimize sound vibration transfer through connected
wood stuff) Most studios have a floating floor room as a control room. 
What have you tried so far?
What sort of issues could be fixed by scheduling differently?
