The situation you bring up has not yet happened so I have no idea. I suppose
negotiation would occur, although I would imagine, anybody planning a
community event would choose to do so on another day in order not to impose
on the other persons gathering.

What happens if a private event is scheduled 30+ days in advance and after
that a community event would like to make a conflicting use?
Another way to say this is when does a private event get a firm reservation?
