Cooperation is a learning process and it is not instant. One of things I
heard once in this situation was that people held a discussion circle to
talk about it. The person involved in the incident of course did not show
up, but they were given the minutes of that discussion, where they got to
read about all the various ideas, concerns and feelings about what their
action kicked off in their neighbors. Apparently this led to some mediated
progress.  

You can't expect people to hold the highest value of cooperation, they work
into that, or not. A general intervention about the values of cooperation
would be a good starting place.  If you are unfamiliar with intervention you
