At JPCohousing we did a lot of moving around after we officially chose our 
units, but before we actually moved in.  Each household was assigned a number 
based on the order in which they became equity members of the project.  If one 
member left the group, each household was asked in order of their 'number' if 
they wanted the open unit.  If everyone declined, we went to the market.  
 
We also allowed swaps between units to happen.  This was done directly between 
unit owners as Robert describes below.
 
In the future, when a unit sells the HOA has the right of first refusal.  If 
there are two resident members who want that unit, we will go back to the 
number system to determine who gets it.

Why not treat this as a private transaction (or is your community planning 
to be involve in every estate transaction)?

Person A who has the initial contract and wishes to move to the renovated 
house (I assume your community has a contract with Person A on the renovated 
house) can sign into a contract with Person B.  The at-large community does 
not need to be involved.

Here at Eno Commons, we do not get involved into the private real estate 
transactions.  Yes, we list the available house on our web site, give tours 
and provide Covenants, By-Laws and HOA financial statement to serious 
buyers.  However, we do not track what houses sell for.  (We know it 
unofficially - let's face it we are in cohousing - everyone talks to 
everyone else but that info is not listed on the web site.)

Otherwise, you might be more involved than you care to be.
