Running a shop in a facility

One of the best managed shops in a community I ever experienced on my
travels was a place where there was a shop steward, who held the key. If you
wanted to use the shop, and he was not there (which was about half the time,
he used it a lot) you got the key in person from him. This way the steward
was the gate keeper, and if you left a mess last time, you heard about it,
if you were new to the shop, he would check you out on the tools himself.
This system had been in place for several years when I toured the place and
they were very happy with the result. It is my recollection that the shop
steward was a very savvy person and knew his way around the place and could
offer good advice and help on almost any sort of project. It is a wonderful
gift to have someone like that in your community.
