I would put it first on our list, which is what happened with Caer Coburn.The Vision and Values statement will help guide you through discussions ("Does this fit into the statement?") and spell out who you are as a group and what you are about, which will help in getting members. Folks will say "That's how I feel and I want to be a part of it" and the group can ask themselves "Do they match up with us?" or ask the prospective member "Do you agree with our Vision and Values Statement?"
It is better to get that done early rather than waiting until the end, as some members might not want to follow the Statement and the group might want some members out because they don't agree.
It is like the discussion here about self-selection rather than approving or disapproving members. If everything is spelled out clearly, people know what they are doing from the beginning.
