I Am Not A Lawyer, but I suspect that if you take control away from
people, you make yourself responsible for all outcomes. What do you
think would happen if you banned fire extinguishers or automatic
external defibrillators and a treatable fire or heart attack occurred?
Since your HOA is not a government entity, it does not have royal
immunity, and the victims' relatives may be perfectly willing to sue.
