    Our HOA Dues are figured by household and partly
by square footage but not by number of people so this
issue doesn't come up.  The problem with including
number of people is it's so fuzzy, people have guests
and renters and children grow up and move away and
come home again for varying lengths of time.  Whereas
the number of housing units and the square footage
remain constant which makes the budgeting process
easier.
