Ahh...well, if you want to customize or modify my system, you'd need PHP (or other programming) experience. If you just want to change how it looks, I think Dreamweaver can edit CSS files, so you might have a leg up there if that's your inclination. If you want to install it, you need, well, server experience--ssh/Linux shell experience. Do you have your own server, or is it hosted somewhere? If it's your own server, then someone would also need to be able to install Apache/PHP/MySQL, and then you'd also want someone to handle backups, and possibly do other maintenance. If it's hosted, those are (typically) already installed and handled for you, so someone (who is familiar with command line tools) just needs to follow the install instructions. If I've done my job right, though, that person wouldn't need to know any Apache or PHP or MySQL to get everything working.

If you just want to use it (or administer it), though, you just need to be able to use a web page, once it's set up.
