Scott,
  From my vantage point after 6 years in community I don't think now is too 
early to work on your participation policy. Taking a hard look at expectations 
will perhaps help some members to self-select out of your group. That being 
said, any number you come up with is going to be only a guess, and probably a 
low one at that. After move in, no matter what they agreed to, 1/3 of your 
group won't actually meet the agreed upon expectation, 1/3 will, and if you're 
lucky, 1/3 will go beyond.
