I suspect there is a political/emotional (majority rule/love) binding that must exist first among most of the users. Perhaps those form along tribal/family/cultural lines formed by marriage or shared history ("Land where my fathers died, land of the Pilgrim's pride"). And since these 8 rules are based on voting, there is little of consensus about it. Brian
