In Utah at least, an HOA can put a lien on the unit for unpaid dues - the
owner can't sell until it's paid off.  Of course you might end up collecting
your money from the estate after they die of old age ....

That's assuming any work-or-pay provision is carefully worded so that there
are no tax liabilities (payroll/income), and you can afford having it come
to official attention through a lien - but that's a good idea whether you
anticipate it ever coming to that or not.
