R: Rental Cohousing?

For rental cohousing to work, IMO there would need to be something that reduces turnover and increases the likelihood that renters would feel they have a stake in their community. In Minnesota, most of the student co-op housing is owned by a non-profit corporation who manages the building. They are called "lease-hold Cooperatives", which means that the students who live there have control over all the "living-toghether" decisions including monthly dues for operating expenses, and how many or how few "mangement" services are purchased from the owner. This is a great way to keep control in the renters' hands, and create a feeling of "buy-in" and committment to each other.
