Typically, after a project is done and once the overall cost of a project is 
sorted out, what
piece of the spending pie (%) reads 'Legal expenses'?

I can't answer for "typical," but our community ended up spending 1% for 
"administrative and
legal" and 6% for "permits and fees." Total project was about $11M cost for 31 
units. Since the
developer kept the books, I'm not sure exactly what went into "administrative 
and legal."
