One thing might be rooms or studio apartments for singles or unmarried  
couples so they can afford them and that feel temporary. Cohousing as  
a settled in feeling to it that may be what the twenty-somethings are  
avoiding and that may last until about age thirty.

Perhaps communicating short term and lower participation expectations  
might make them feel more comfortable. At this age, they have the  
heavy burden of establishing themselves in jobs and/or primary  
relationships. Having more relationships and obligations may be  
exactly what they don't need.
