    At Swans Market we leave most gardening decisions to the Garden Committee 
which consists of half dozen of our enthusiastic gardeners.  If they have a 
really big change planned they run it by our monthly HOA meeting for community 
approval.  We have a minute amount of space (we are very urban, in the heart of 
Downtown Oakland) and have a nice mix of flowers, herbs, vegetables, and a 
fruit tree.  Perhaps you can get a garden committee together to propose various 
options to start with and have your whole community decide on which plan and 
then your garden committee can be in charge of organizing the implementation.  
It's easier for a community to decide between a few design options proposed by 
a small committee than to come up with a design to start with.  This seems to 
be true whether it's a complex task like laying out a new garden or a 
deceptively simple one like deciding what color(s) to paint the Common House.
           Happy gardening, we are really enjoying ours right now which is a 
riot of color brightening our day every day.
