The problem is that pets outside the home are inflicted on neighbors who have a right not to have them inflicted uponst them. Liberal policies about pets inside is very different.
And cohousing is about more than selling houses, although that is more important than some would like to believe. It's about people making decisions about how they want to live together. That includes living together with each other's noise, children, pets, etc. Not facing up to the realities of pet ownership can be a constant irritant to people on both sides.
