Agreed - "payoffs" is the appropriate term. It will be interesting to see
what the final outcome will be.

So there is a fine line between the "give-and-take" of consensus and the
"payoffs" we see in Congress. An interesting distinction.

I think "payoffs" is the word you are looking for. Bribes. Vote buying.
