Marganne's note on construction difficulties included corrupt officials, and I wonder about experiences with community leverage to defeat this, raise vision and expectations, as well with contractors and the whole slate. Please enjoy reading about shaming the corrupt, at http://www.dailygood.org/more.php?n=4013 or by a search on "zero-rupee notes" (are printed with Ghandi's picture, to pay the briber). Would be fun to adapt for USA (honest Abe?) or anywhere.
