Dear Gilo:You're right, I live in San Diego CA USA--different country and continent. I don't know how universal politics is or whether my experience will be of any use, so I will just say this:
Many years ago I sat on the San Diego Subdivision Advisory Committee (about 9 or 10 years) and the "Urban Design Task Force." I was a park planner, and studied public administration, planning, and urban geography in addition to landscape architecture, but my strongest suit was ecology; I ran an ecosystem restoration and management consulting business for 21 years.
In general, when one is trying to get rezoning, at least in the USA, it takes a lot of work building allies inside before submitting, or a lot of power and money to pressure and bribe (though we never call it that). One has to think about what's in it for those in power, but a well-planned strategy of making your project attractive to the community and planning staff can't hurt. It can help a lot to get to know people and know the issues that push or don't push hot-buttons. And patience. Keeping cool.
But of course, you know all this already, and then some.There are always issues with density, but sometimes one can get density by building up and preserving some open land, or otherwise trading off some other community benefit for the density. That was the idea behind the Urban Design Task Force (but it didn't go anywhere, as I recall--I resigned my job and went into the dog-eat-dog world of private enterprise about that time.
