I am not an expert either.  And this discussion of consensus still seems to be 
focused on or limited to facilitated, time-bound, decision-making events rather 
than building a culture of relationships in a community.  

Is this intentional?  

Do those that bring Sociocracy or Consensus Decision-Making address how 
learning and adopting consensus event behavior might influence the daily 
behavior of a community, reducing the level of interpersonal conflict, perhaps 
building the capacity to reach small and large decisions without the need for a 
structured event?   I am thinking about the various other, older and successful 
cultures that seem to have developed that attribute in their cultures.
