HOA stands for "homeowner association" so HOA fees are used to pay
for common expenses of a community.  The term comes from the
condominium form of organization which is widely used in the US for
cohousing since funding is more readily available (mortgages) than
for cooperative shares.

I urge posters to explain abbreviations when they are first used.
When they are not, I suggest readers try http://wikipedia.org for
an explanation.  While the page returned by searching for "HOA" there
is not relevant, the first link:

have caretakers and flats here in UK.
