Tom- That's because this program is to acknowledge Affordable Housing projects which have federal income restrictions and are typically not built by the private builders.( there are very few cohousing households that actually meet these income restrictions). It would be great if some day private developers would build housing for low and moderate income families and seniors out of sheer goodwill- but my experience is that most mulitifamily home builders are only concerned about how maximizing their return on each unit. So at this point public subsidies for affordable housing only go to non-profit developers and public/tribal agencies, to ensure those funds are truly going those with financial need.
